Having joined Rajasthan Rifles, in November 2002 in the sports quota, he joined ASI as an elite athlete in the 20-km walk. During the National Interstate Senior Athletics Championship in Chennai last year, Devender won the gold medal with the best timing of 1:26:04 seconds. At the international level, he secured the fifth position in a tournament organised in Nomi, Japan and seventh in Taicang.
